nova-consoleauth processes requests when disabled

Bug Description

Not sure if this is a bug or not. But nova-consoleauth will process requests even if it is listed as disabled in the service list.

| nova-consoleauth | u11-p | internal | enabled | up |
In this case I can watch as u9-p continues to process requests from the message bus.

Interesting issue. Can you describe a reproduce for this? Would make for a good functional test.

Same with nova-scheduler, seems like disable only work for nova-compute..

Reason: Not a 'good' idea to just return on server side authorize_console, it will cause console not usable randomly when there are multiple nova-consoleauth managers.
