Float IP DNS not handling NotImplemented Error

If the network api class do not support DNS operations a generic error is returned instead of NotImplemented.
Ex:
nova dns-list www.google.com --name sss
ERROR: The server has either erred or is incapable of performing the requested operation. (HTTP 500) (Request-ID: req-43fce7be-5eb9-4a7f-a51c-c6473faf33de)

The reproduce doesn't work for me.
