nova cannot retrieve a fixed ip info

When using 'nova fixed-ip-get' command to retrieve any fixed ip, it will return a not found error(404).

this result of the empty 'fixed_ips' db table.

This is related to https://bugs.launchpad.net/python-novaclient/+bug/1284126 and https://bugzilla.redhat.com/show_bug.cgi?id=890968. From those links, it seems that "fixed-ip-get" is not implemeted for neutron, but should work for nova-network (even though there are plans to deprecate it).
