run_tests.sh has been deprecated over tox. We should remove it from the tree and change the docs to reflect this

I'm in favor of this change, but run_tests.sh offers some useful functionality that tox by itself doesn't. See the abandoned attempt at this https://review.openstack.org/#/c/76627/ for details. Essentially run_tests.sh allows running tests in a customized virtualenv which is useful for various reasons.

There's a feature request to tox at https://bitbucket.org/hpk42/tox/issue/153/support-running-tests-on-an-existant which would cover this.
