Bug Description

Security groups are not working with cells using nova-network.
Only cell API database is updated when adding rules. These are not propagated into the children cells.

Cells doesn't support security group at all right now.

This is more of a new feature then a bug, so marking as wishlist (that doesn't mean we don't want it)

nova-network is deprecated with the Newton release [1], which means it is unlikely that this gets solved. I'm closing it with "won't fix".
