there is no api or cli to enable/disable a flavor

There is a extended property 'disabled' defined for a flavor, but there is no api or cli to change the value.

Customer needs a way to temporarily make a flavor invisible to public by set the 'disabled' to true.

This feature was requested by our operation team and we have implemented it already.

Since it is relatively small and isolated, I filed this bug to track it.

Or, should I submit a blueprint for a feature request?

If we want to use it with Havana, which branch should it be?
