Bug Description
When an instance errors out during resize and the task state remains in either 'resize_migrated' or 'resize_finish', resource_tracker doesn't consider the instance while calculating the resource because the instance host and node are set to destination and the migrations are not considered because the instance is in 'error' state.
The instance resize cannot be reverted if the source node is filled up before the revert.
