flavor-rxtx in v3 api should have a prefix for its values

I think the flavor-rxtx extension needs to use a prefix for the values it inserts into flavor lists, and appropriate XML namespace.

Lack of a prefix is currently a consistency bug, but I think it should be fixed by making it core like the other flavor plugins.

Looks like the consensus is to not to make flavor-rxtx core, so we should add the prefixes after all

Seems like this issue is in progress already, https://bugs.launchpad.net/nova/+bug/1252986
