whitebox tests should be converted to nova unit tests

Bug Description
The whitebox tests in tempest are actually basically state change tests for nova, which could be better done as nova unit tests. This is especially true because changing the database in tempest is somewhat a verboten thing. It would also solve the nightly fails on tempest-all by removing them.

I added nova to the bug so we can track adding the new unit tests that mirror the whitebox coverage separately from pulling whitebox out of tempest.
