Port not released after the instance is deleted

Bug Description
I launched an instance with the command "nova boot --image image-id --flavor 1 --nic port-id=port-id vm-name1" and deleted this instance.
I ran the same command again and a message prompt in the command line, telling me that "ERROR: Port id 4ffb4e17-
". However, the reality is the instance has already been deleted. I think it is an issue with the port release.
