List availability zones fails in a cell setup

Bug Description

Parent cell is not aware of the compute nodes and aggregates in child cells. For this reason nova api running in the parent cell doesn’t list availability zones.

I have the same problem.

It's unclear to me why you switched this to a security vulnerability, but in the future when attempting to mark a bug as a suspected vulnerability please include your reasoning for doing so.
