Bug Description

The above log is from a nova-network job. The test failed to connect to the instance via a floating IP.
The test case tried to make connection for 400 sec.
Note: The volume deletion failed because it was in-use, the first failure was the ssh connection timeout.
One special thing in the test case, it has a machine reboot step.
