nova-manage should be able to delete a service

Bug Description

Using nova-manage it's possible to disable a service. It should be possible to remove a service completely as well.

The patch was abandoned, and I think there was actually a blueprint or change related to this in the API layer in Icehouse, but would have to dig to find it.
