Bug Description
Since the build_instance method calls out to a driver to get the macs for an instance, there likely needs to a let said driver know that we don't need said macs on failure. This could be handled in various ways, likely a contract with the driver layer that needs to be made concrete could also help solve this.

Hi, it's a one year ago defect... can I know whether my understanding is correct?
mac_for_instance will allocate from network and it might need to be deallocated when the exception occurs during the instance creation? so that driver layer can deallocate the macs allocated ?
