Bug Description
using havana master.
when running with the VMwareVCDriver along with the nova vlanmanager, the port-group vlans that are created are created per-host, rather than having a single distributed port-group that applies across the whole cluster.
While this behavior is unexpected in terms of what the administrator expects to see, I believe it is still functionally correct, so this is just a wishlist issue.

This wishlist bug has been open a year without any activity. I'm going to move it to "Opinion / Wishlist", which is an easily-obtainable queue of older requests that have come on. This bug can be reopened (set back to "New") if someone decides to work on this.
