Bug Description
Right now when a periodic task runs and no data/instances/not implemented errors... occurs the same periodic task will be rescheduled to run in the future, but it will still typically fail in the same manner next time as well (no instances, not implemented errors) so for these cases we should dynamically adjust the periodic task interval in a smarter manner.

I think this needs to be scoped to specific tasks if you ever plan on getting anywhere with it, plus no progress in over a year so marking as incomplete.
