Data from LVM backed VMs not copied on resize

It appears that 'nova resize' does not migrate the data from the instance to the resized_instance.

We are not using shared storage at all.

revision - commit 3ca9690fb072715cc1991990d52053e488ee35a7

It would make sense to create a temporary snapshot and copy that snapshot to the new host.

Can you provide steps to reproduce this?

To reproduce:

Create instance.
Format ephemeral
Update fstab to mount ephemeral
Create file in new mount.
Then resize instance to new flavour with same disk config, but different
cpu/mem
