Bug Description
You may imagine a situation, where you have a cloud with heterogeneous hardware configurations, some hosts might have Tesla adapter, some would have large and fast RAID array backend. You may separate them by availability zone, but you can't force a user to stick with a zone within his tenant.

This is definitely a feature. If someone wants to propose it via a spec that's fine, but tracking as a wishlist bug won't get us anywhere.
