    Make libvirt_use_virtio_for_bridges flag works for all drivers.

    Both LibvirtOpenVswitchDriver and QuantumLinuxBridgeVIFDriver
    can use virtio driver when flag libvirt_use_virtio_for_bridges
    is set.
