XenServer: If file system is directly is on root device, auto_disk_configure does not work

Bug Description

When using XenServer and auto_disk_configure set to true, it only currently works with a disk with a partition table and an OS on the first partition.

There are possibilities that it could be directly on the root of the drive (filesystem).

Its a known limitation really, so this is a feature request.
