Bug Description

Quantum networks can sometimes be prefixed with 'br-' in the case of using the trunk Quantum nvp plugin for a bridged network. The uuid-like check on line 526 of servers.py in the osapi prevents passing requesting networks that have the prefixes on them.

    Allow network_uuids that begin with a prefix

    * If the bare network_uuid is not uuid-like, attempt to validate
      with the first 'prefix-' stripped off
