Bug Description

The following changeset added the field "supports_evacuate" in the driver capabilities without removing "supports_recreate", which was the old field for the same. The old field needs a cleanup. The original set of changes to rename supports_recreate to supports_evacuate was introduced as part of t at http://git.openstack.org/cgit/openstack/nova/commit/nova/compute/manager.py?h=stable/rocky&id=24bd27fcfdebcf112dee6c62a68507e49fbc0b6e.

The testcase also needs clean up>>
