PlugVifs revert should only unplug what it plugged

Bug Description

The revert of the PlugVifs Task unplugs all the VIFs from the VM. It should only unplug the VIFs it actually plugged on the execute side (that is, the new ones).

There may actually need to be an equivalent paradigm to new_vif for unplug. Do we need to "un-treat" something we "re-treated" during plug?

the update vifs should only occur on nova-compute start up. I don't think we need to un-treat things unless they were explicit creates.

My mistake - revert is doing the right thing.
