spawn with rebuild not using slot map for max slots

The slot map should contain the max number of slots on a LPAR (in case this was overridden on a boot).

It does not currently account for this.

    Save/restore VM's maximum number of virtual slots

    Save the VM's maximum number of virtual slots to the slot manager; and
    restore the same during spawn when the result of a remote restart or
    other rebuild operation.

    Move LPAR scrub tasks from build_map to Create task

    In response to https://review.openstack.org/#/c/324730/3 we need to
    be able to create the build_map sooner in spawn flow, before the
    LPAR is created. To do this we need to move the LPAR scrub out of
    the build_map initialization and into the Create task right after
    the LPAR is created.
