guest-image-tools: autoconfigure networking: hipersockets interfaces not configured as layer2

Bug Description

autoconfigure_networking.sh does not configure hipersockets interfaces for layer2. The command in the script silently ignored the layer2=1 setting.

For OSA it worked out, as layer2=1 is the default. But it is not with hipersockets.

The impact is, that the guest image tools are not able to change the mac address (as this operation is not supported in l3 mode). No communication to other hipersockets users (like the dhcp running on the network node or controller) is possible!
