Add keyboard shortcut to toggle "DnD" state

Bug Description

It would be nice if one could toggle the status "Don't disturb" / "Show notification" by using the keyboard only.

Hi Loïc, I have an experimental version with keyboard toggle and/or run suppressed or not -functionality, but would appreciate if you tested it first before I push it to the "main" version. If I make a separate "daily" ppa, would you test it? I can push it tomorrow or day after tomorrow.
It adds cli- options to NN, so you can choose a shortcut of your choice with the default Ubuntu (custom) shortcutts: System Settings > "Keyboard" > "Shortcuts" > "Custom Shortcuts". Click the "+" and add the command.

Hi Loic, version 0.9.9 adds cli options to run in suppressing mode, run in non- suppressing mode and toggle between them. In Ubuntu, simply add them to keyboard shortcut(s) of your choice.
