Bug Description

noise should have had a persistent library monitoring, therefore ANY changes by another apps (e.g. rename music files by pantheon-files) can be immediately detected

This doesn't seem to work properly:

1. If you remove a file the database isn't updated.
2. If you copy a file or directory to the music folder noise will register this, most of the time, and copy the file to an organized folder leaving you with duplicates in the databse. (If you remove duplicates on the hdd noise seems to "fix" this by pointing to the remaining file twice.)
3. If you add files while noise is not started noise will not detect this.
4. If you add or modify tags noise will not detect this.

Tested on multiple systems.
