[Debian] nipy depends on $HOME existing

Bug Description
We depend on matplotlib to build our docs with sphinx. We do have a copy of the required modules in nipy since they only exist in the matplotlib-trunk currently. Perhaps we should remove matplotlib from our list of dependencies?

Note that $HOME does not exist on most buildds.

We cannot build the docs without matplotlib, that's certain.
One option is to ship the docs with the tarball, to remove the matplotlib
dependency.
