This is in Windows 7.

Sorry, I don't understand really, what's going on. Could you give some more details? Is there a way I could reproduce the bug?

In Windows 7 the window starts at a size where the top line of instruction
text in the game is obscured by the window bar. Clicking and dragging the
window to expand allows me to see the text; however, when I release the
mouse button the text moves out of sight again.

I can confirm, that the tutorial text in the first level is not fully readable when using the standard window size.

On the computer I tested, resizing the window works fine, so I cannot confirm problems with that. I will try to test on other Windows 7 machines. Could you give some more information on your system? Do you have a 32-bit or a 64-bit version?

(BTW: You can switch to fullscreen mode by pressing F11.)

I am using 64 bit. There might be a problem because I am running two
screens (one on top of my main one).
