Cannot upgrade on xenial

Bug Description

Aparently even if i have nginx repository added for xenial the package is kept back and not upgrade. Reason for this is dependency of nginx-common and there is something missing there.

I need more details. Add the details of the apt logs here, specifically the exact errors you're seeing.

Also detail what repositories you're actually using for NGINX - whether its the PPA, the Ubuntu repositories, or the upstream nginx.org repositories.

Note that if you are using the nginx.org repository or the PPAs that *all third party repositories are disabled* when you run a `do-release-upgrade`, so third-party-repository-specific things will never be seen, which can lead to the errors you're seeing here.
