Build order should be breadth-first rather than depth-first

Bug Description

Current builder uses depth-first build ordering. This causes some unexpected behaviour when attempting to create a list of recursive objects with a limited number of total instances specified. It would probably make more sense to generally build breadth-rather than depth-first by default.
