Bug Description
I am not sure if this is a bug, but I would not expect this behavior (it doesn't happen on my Linux box). Only the first 11 characters are relevant on Nexenta (I am using ncp 2.0 alpha ) it also is the case for OpenSolaris 2008.05.
In any case I think it should be strengthened.
example:
create a user with the password: aa1234567890
then try to log in with the password aa123456789
