apt-upstream-tool does not update changelog of debain packages

the changelog of the dvidvi package starts thus.

It was not automatically updated to a changelog entry (using $DEBUSER and $DEBEMAIL) by apt-upstream-tool

Fixed by adding a missing else clause in apt-upstream-tool
