« Guillemets » are small and positioned as if they were “English quotes”

Bug Description
This might be by design, but guillemets in News Cycle are styled as if they were English quote marks (“ ”). I haven't seen this kind of styling in any other font.
It looks wrong to me, because these small, superscripted guillemets are not suitable for body text.
The guillemets are the characters used for quoting text in languages like Russian, French, Catalan and Spanish, among others.
