Bug Description

When the NSX specific extension was dropped in favour of the community one, there was a side effect that unfortunately caused add/remove interface operations to fail when executed passing a subnet id.

This should be fixed soon and backported to Juno.
Icehouse is not affected.

summary: - add/remove interface on dist router is broken
+ vmw nsx: add/remove interface on dvr is broken

    Use DEVICE_OWNER_DVR_INTERFACE in NSX-mh plugin

The NSX-mh plugin was not explicitly setting a port create/delete
function for this device owner introduced in Juno, thus resulting
in partial loss of functionality in its DVR feature.
