OVS agent deletes tags when connection lost with DB

Bug Description

When the OVS agent is unable to access the DB the network tags are deleted. This means that VM's running on the host will lose network connectiivy.

    The fixes enable the OVS and linuxbridge agenets to "keep alive" when the host running the server/plugin is down.
