nova modules of ryu and cisco don't work

Nova change set of d1888a3359345acffd8d0845c137eefd88072112 change options parser to use
FLAGS.register_opts.
So plugin/{ryu, cisco}/nova/* are broken.

I'll leave the fix to cisco people for cisco plugin as the fix is trivial.

I assume this needs to be targeted for RC1? Remember that anything that should be tracked for RC1 at this point MUST be targeted to that release, otherwise, we're liable to miss it.
