FWaaS logs are duplicated in neutron-l3-agent logs

Bug Description

When the custom log file (local_output_log_base) is added to the configuration it just adds a new logger handler and does not remove existing ones, which is the cause of the duplication of entries in the custom log and the neutron-l3-agent log. In my opinion, having a custom output file should presume that we need the FWaaS logs only in it.
