The issue is coming from exabgp 4.2.21 (the last release of exabgp). AI opened an issue for exabgp perhaps the developer of it has a quick idea:

exabgp 4.2 branch has the fix for the issue, so new release of exabgp will solve the issue, see the above github issue.

the fix was included to 4.2 and released (4.2.22), locally it fixed for me the issue with py312.
