[neutron-dynamic-routing] LBaaS constants still present in older versions of Neutron

Since [1], neutron-lib removed the LBaaS constants. These constants were also removed from Neutron in [2]. It is needed to bump the Neutron version required to sync with the latest neutron-lib release.

    Bump Neutron to 24.0.0.0b1

    This new version has [1] and won't fail with the latest neutron-lib
    release that removed the LBaaS constants in [2].
