unmaintained/yoga periodic jobs broken

Couple of jobs failing in unmaintained/yoga periodic pipeline.

The bug is to track the fixes and also discuss what to do with similar issues going forward in unmaintained branches?

Overall for unmaintained branches I would say we are on "really best effort" there, this is also the general impression I got from the email "you don't need your own unmaintained-core group!":

If I remember correctly, we said in some meeting this would also be a PTG topic? See if people step up for a neutron unmaintained-core group that would work on that

    [yoga only] Drop devstack-tobiko-neutron job

    Since yoga transition to unmaintained tobiko job broken
    with the Related bug. Even after fixing the job to run
    on focal with [1] job fails with tobiko requirment bumps[2].

    With current state of yoga branch, this patch just drops the
    broken job from yoga periodic queue.
