Bug Description

Neutron has neutron-ovn-db-sync-util - but Octavia ovn-octavia-provider does not have one - so in case of discrepancies (e.g. OVN NB DB entries got removed manually or the whole database was re provisioned) - there's no way to get Octavia and OVN NB in sync.

Marking the Octavia project as invalid. The OVN provider is a neutron project and not under the Octavia team.
