[sqlalchemy-20] Check represent "network" model regardless of the elements order

Bug Description

The UT "test_repr" is failing in [1]. This patch is updating the SQLAlchemy version to 2.0.18 and oslo.db to 13.1.0.

The Network DB model "repr" method can be tested regardless of the Network member ordering (this is not enforced).
