[FT] ``BaseOVSTestCase`` minimum bandwidth tests cannot be executed in parallel

Bug Description

There is a small chance that the minimum bandwidth tests interfere to each other, as seen in some CI errors [1][2]. In this case, the "test_update_minimum_bandwidth_queue" test read the OVS database modified by "test_update_minimum_bandwidth_queue_no_qos_no_queue" test.
