[sqlalchemy-20] Remove redundant indexes of some tables

There are some tables where some primary key columns are also defined as key (index). This redundant indexing is no necessary and could raise SQLAlchemy errors.

These are the tables and columns affected:
* portdataplanestatuses, port_id
* portdnses, port_id
* portuplinkstatuspropagation, port_id
* qos_policies_default, project_id
* quotausages, resource
* subnet_dns_publish_fixed_ips, subnet_id

after checking with Rodolfo the stadiums in the above list are not causing problem.

This issue was fixed in the openstack/neutron 23.0.0.0b3 development milestone.
