neutron.tests.functional.test_server.TestRPCServer.test_restart_rpc_on_sighup_multiple_workers keeps failing [1] Investigate it and fix

I can't find example with opensearch (https://opensearch.logs.openstack.org/ ) to see the frequency.

Reason: I have checked this test in the latest couple of runs and it did not reproduce. This change was just the "best guess fix" because it was hard to reproduce. There is no need for this patch
