SDK: Neutron stadiums use python bindings from python-neutronclient which will be deprecated

As we discussed during the Antelope PTG (see [1]) the python binding code in python-neutronclient will be deprecated and the bindings from OpenstackSDK could be used.
Neutronclient prints warning about the future deprecation since [2].

This bug is to track the efforts in Neutron stadium projects to change the code to use bindings from openstacksdk.
