neutron.tests.fullstack.test_qos.TestPacketRateLimitQoSOvs.test_packet_rate_limit_qos_policy_rule_lifecycle (both egress and ingress) direction failing in neutron-fullstack-with-uwsgi (perhaps in other fullstack jobs also, but I checked this one):

    Use neutron-lib constants for OVS table numbers

    Since neutron-lib 3.2.0, the PACKET_RATE_LIMIT table changes the
    number from 59 to 58.
