Install and configure compute node in Neutron

There is no instruction on how the neutron user is created either in this documentation or the keystone documentation.

The steps for creating the neutron user are covered in the controller installation docs, as that must be done before the compute node. For example:

Ah, thank you. I'm following the minimal deployment docs (
https://docs.openstack.org/install-guide/openstack-services.html#minimal-deployment-for-yoga)
which refers to the neutron user in the nova page (
https://docs.openstack.org/nova/yoga/install/compute-install-ubuntu.html)
and links to
https://docs.openstack.org/neutron/yoga/install/compute-install-ubuntu.html#configure-the-compute-service-to-use-the-networking-service
so perhaps some clarification is needed there.

The very next item on the minimal deploy document is for Neutron:

And that has a link to the controller setup.

I'll put this as Low priority and perhaps someone can make a change.

I've now seen that I've somehow managed to miss the first part of the nova
configuration documentation, so this is probably an even lower priority.
