This is more a question than a bug.
- What is the difference between "OVN_BUILD_MODULES" and "OVN_BUILD_
- Is it necessary to have both?
- Can we keep only "OVN_BUILD_

Just looking at this again, one is supposed to control building the kernel modules, the other everything else. But they always seem to be the same values. It might have been before some point in time (no conntrack in OVS?) these were both necessary. I guess someone should play with it and see :)
